It always strikes me how a same* movie  gets very different ratings in different localities.
(* provided it's actually the same, and there are no cuts).

Thirteen
US: R
UK: 18
Italy: T (suitable for All)

I looked up the Swedish (theatrical) ratings and got these:
Thirteen: 11
Kinsey: 11
Mulholland Drive: 15
Kill Bill: 15
Histoire d'O: 15 (but heavily cut)

Note that Sweden doesn't have any official ratings for home video releases, only recommendations by the studios. They are generally the same as the theatrical ratings though. The ratings are Barntillåten (suitable for all), 7, 11 and 15.
(BTW; no theatrical releases have been cut since Casino in 1995.)

I think different countries have different views on what is harmful for kids and young people to look at. Where I come from for instance, nudity is generally not something that is considered harmful for children and thus not something that would cause a higher rating for a movie.

The Danish rating agency states that they assess editing technique, how violence, sex etc is presented and so on. Sake for the sake of violence, sex just to show sex and general abuse will generally cause higher ratings but nudity and fx. swearing as such, will not.

The Dutch ratings for these films are all 16, except Histoire d'O, for which I couldn't find a Dutch release on DVD.

The German ratings are
Thirteen = FSK12
Kinsey = FSK12
Mulholland Drive = FSK16

Histoire d'O = FSK18 Pornographic Content

Here in the good ole US of A, sex is the most destructive thing ever.   We frown on it and our movies get no rating or an X, but it's fine to spend 90 minutes dismembering and killing your family on screen. We almost had a national crisis when Janet Jackson's breast slipped out during the Super-Bowl a couple years ago. Hundreds of thousands of tramatized kids walking around, just salivating and looking to rape someone.

No wonder we're so screwed up over here.
